By the rules, no, and this type of bottom can be worn successfully if it is designed and fits well. However, have someone video tape your routine and review it to see if the leg openings stay snug against your body with no gapping or sliding. If the costume shifts or gaps, you will be better off with tights underneath.
Also, watch the footwear with this type of outfit. Judges heavily favor socks, so if you do not have a sock that shows (outfits with these types of bottoms often don't), make sure the shoe complements the costume. Judges do NOT like bare feet.

The actual rule is below. However, keep in mind when choosing or designing your costume, you will be moving around a lot during the routine and there are body parts that just should not be seen. And in the evening gown, consider what a slit might reveal when you are on a raised stage with the judges sitting at floor level.
8) In competition, clothing must cover all critical body parts. No objects may be attached to the body as replacement for clothing. The top of the attire must cover the entire breast area. The bottom front of the attire must cover you from hip bone to hip bone (iliac crest). The bottom back of the attire must cover at least three-quarters of your buttocks. There must not be any elastic in the center back seam. The separation of the buttocks must never be exposed. If a bottom smaller than this is worn, solid tights, shorts or other opaque clothing must be worn under it. Lace, fishnet or flesh-tone tights are not acceptable coverage. There is a one point per judge per section penalty for clothing violations. For example, if there were four judges and a competitor's routine outfit did not meet regulations, that competitor would be penalized a total of eight points for that round If swimsuits or other clothing are issued to the competitors, such clothing may be altered for fit (size) only; no alterations which affect style or coverage may be made even if there is more coverage than specified above.

This my very first competition in Sept. I'm just trying to be clear as to how many outfits I will be needing in all? I'm sure about my routine, swimsuite but am I going to needed to bring a eveing gown? and will there be any other outfits that I will be responsible for? Thank You sooo much.

You will need:
1) An evening gown for the Beauty, Poise & Projection (speech) round
2) A routine costume for the Strength, Flexibility & Endurance (routine) round
3a) A 2-piece swimsuit sor the Physical Beauty & Muscle Tone (physique) round at the qualifiers; or 3b) For Ms. Fitness USA finals you will be issued a swimsuit
