I have been shopping for my evening gown and wanted to know if we are judged based on what the television cameras see, or what the judges see? I just don't know how "over-the-top" the dress needs to be. I don't usually wear beaded gowns, but that looks like what the majority of the national contestants wear.
You are judged on what the judges see. You are not judged on the gown per se, however, since it does contribute into your overall look, the gown does come into play. Don't think about the judges while you are shopping. Beads and other glitz can be stunning, but is it YOUR style? Understated elegance works for some. Fun and flirty for others. Retro or the latest designer creation?
Choose a gown that you feel beautiful wearing. Does it highlight YOU or does it take center stage and you are just an animated clothes hanger for the dress?
And, although you didn't ask, many competitors do. You may wear the same dress for your qualifier and finals.
