I have had issues with my right arm for a couple of years now. I find it difficult to lift any weight over 10lbs with that arm. As a result I have stayed away form weight lifting, but by arms are looking weak and loose!! Does anyone have any tips on how to tone without doing anymore damage.

I would go to a sports medicine doctor and have your arm checked out and then go from there.
